Ohio EPA to Accept Public Comments Regarding Draft Air Permit for Proposed Plains Marketing LP - Toronto Terminal
Ohio EPA will hold a public meeting at 6 p.m. on Oct. 16, 2014, regarding a draft air permit for the proposed Plains Marketing LP – Toronto Terminal, to be located on State Road 7F. The information session and hearing will take place in the Toronto Mayor’s Office, 416 Clark St., Toronto.
The proposed facility would serve as a storage and distribution facility for light crude oil. The terminal would have barge loading, four 42,000-gallon storage tanks and four 6.3-million gallon storage tanks.
The facility would voluntarily limit its throughput to 438.4 million gallons of oil per year. A flare at the barge loading would control emissions of volatile organic compounds. Limits would also be set for carbon monoxide, nitrogen oxide, sulfur dioxide and particulate matter (PM10). Emissions limits in the draft permit are set at a level to protect human health and the environment.

The Ohio Environmental Protection Agency was created in 1972 to consolidate efforts to protect and improve air quality, water quality and waste management in Ohio. Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
