Clear Fork Mobile Home Park Will Upgrade Wastewater Plant

The owner of Clear Fork Mobile Home Park in Richland County has until June 30, 2014, to upgrade the park’s wastewater treatment system and comply with its wastewater discharge permit.

In a settlement with Ohio EPA, Ashford-Mansfield LLC of New York agreed to make improvements to correct numerous violations in the operations of the wastewater treatment system. The mobile home park is located at 1260 State Route 97, Bellville. Two wastewater treatment plants serve the community. They discharge to leaching lagoons.

Ashford-Mansfield will revise a permit-to-install application it submitted to Ohio EPA in May 2012 before starting construction. Once the permit is approved by Ohio EPA, construction must begin by Sept. 1, 2013. The work will include upgrades to both treatment plants, effluent pump station and sewer force main.

After completing construction, the owner will clean out and abandon the lagoons. The facility then must operate in compliance with all requirements in the wastewater discharge permit.

The park’s 2006 wastewater discharge permit set a schedule for the owner at that time to upgrade to the two treatment plants. The improvements were not made. A compliance schedule again was included when the permit was renewed in 2011 under the new owner.

Numerous Ohio EPA inspections since 2006 have documented continuing violations at the facility. Among them, the wastewater treatment plants were not being operated or maintained properly, required upgrades were not made, the sewage system was not meeting effluent limits set in the discharge permit, and the operator was not complying with sampling and reporting requirements.
