Ohio EPA to Accept Public Comments Regarding Draft Permits for Rolling Hills Generating Plant
Ohio EPA will hold a public meeting at 6 p.m. on Dec. 4, 2014, regarding draft air and wastewater discharge permits for the proposed modification of the Rolling Hills Generating Plant, 43111 Route 160 at Route 689, Wilkesville (Vinton County). The information session and hearing will take place in the Wilkesville Community Center, 164 Main St., Wilkesville.
The facility generates electricity from natural gas and is being modified from a peaking station to one that operates year-round.
A modification to the facility’s wastewater discharge permit would authorize the facility to discharge cooling water via a new 16-mile-long pipe from the existing plant site through Vinton, Gallia and Meigs counties to the Ohio River near Middleport.
The discharge could contain concentrated dissolved solids, some cooling water additives and warmer water than the background temperature of the receiving river. Permit limits ensure that the discharges would be protective of the Ohio River’s water quality. The permit also would regulate the impacts to water quality caused by withdrawing water from the river to supply water to the facility.
A draft air permit modification would allow the company to alter four turbines to combined cycle blocks with heat recovery steam generators and duct burners, and an additional new air permit would allow the company to install two new cooling towers.
Air pollutants would not be allowed to exceed levels that protect people’s health and the environment. Limits included in the draft permits are: 360 tons of particulate matter which includes 347 tons of fine particulate matter, 450 tons of nitrogen oxides, 5,102 tons of carbon monoxide, 611 tons of volatile organic compounds, 8.39 tons of sulfuric acid and 5,177,000 tons of carbon dioxide.

The Ohio Environmental Protection Agency was created in 1972 to consolidate efforts to protect and improve air quality, water quality and waste management in Ohio. Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
