Litter Prevention and Recycling Grants

Ohio EPA's competitive grant funding is targeted at local governments, colleges and universities, solid waste management districts/authorities, health districts, soil and water conservation districts, and private sector businesses for a variety of recycling, litter cleanup and scrap tire management projects.

The Litter Collection and Prevention Grant program offers funding to Ohio communities to implement litter collection and prevention and tire amnesty programs.  In addition, the grant program may support the development and continuation of Keep Ohio Beautiful (KOB) communities and their efforts to prevent litter.


Those eligible to apply include an agency of the state, as established by the Ohio Revised Code.  An agency of the state may be a municipal corporation, county, township, village, state college or university, solid waste management district or authority, and health districts.  In addition, the following entities are eligible to apply for and receive grant funds under this program, Keep Ohio Beautiful (KOB) affiliates, boards of education, and non-profit organizations.



These grants are competitive and the following criteria will be used to determine funding:

  • Complete an activity on public property or property which the grantee has received appropriate owner consent.
  • Consistent with the strategic goals of the local and state solid waste management plans.
  • Grant funds will be used to supplement but not to replace existing funds.
  • All litter clean-up activities must involve the use of volunteers.
  • Adherence to grant application guidelines including the submission of required forms and comprehensive responses to all applicable questions, following format instructions and meeting deadlines.
  • Past grant performance, including project implementation and grant fund expenditures.
  • Financial need of the applicant.
  • Agree to submit a completed final project evaluation.
  • Acknowledgement of funding source is required for all projects.

Applicants must demonstrate that they will commit a minimum of ten percent (10%) matching funds to the project.  The match must be a cash contribution dedicated to the funded project.  The maximum grant period for the Litter Collection & Prevention Grant is 12 months.  A grant funding line is required for all projects and an acknowledgement of funding source.

The Community Recycling Grant program provides financial assistance to Ohio local governments that propose to design and establish projects involved in the collection and processing of recyclable materials. Ohio EPA is seeking proposals involving one or more of the following materials collected or processed in Ohio:

  • aluminum
  • deconstruction material
  • construction and demolition debris
  • electronics
  • glass
  • old corrugated cardboard
  • organic (food scrap) material
  • paint
  • paper
  • plastic (#1 - #7) with focus on polystyrene

Those eligible to apply include an agency of the state, as established by the Ohio Revised Code.  An agency of the state may be a municipal corporation, county, township, village, state college or university, solid waste management district or authority, park districts and health districts.


These competitive grants will be awarded based on the following:
  • Demonstration of positive economic and environmental impact regionally or statewide
  • Assurances that the project will accomplish stated goals and is transferable
  • Potential for evolution into a permanent service or program without future division funding
  • Applicant’s past performance in grant administration and project management, if applicable
  • Consistency with the strategic goals of the local solid waste management district plan
  • Qualifies as a eligible project and includes one or more targeted materials
  • Financial need of the applicant
  • Availability of grant funds
  • Submission of required forms and comprehensive responses to all applicable questions
  • No outstanding financial obligation to the State of Ohio

Applicants must indicate how they will comply with the project-based match requirements for the grant. A fifty percent (50%) cash match must be available and expended on those allowable costs directly associated with the approved project. The maximum grant period for the Community Recycling Grant is 12 months.


A grant funding line is required for all projects. (Examples include the OEPA logo/signage on grant-funded equipment or facilities or the standard funding credit line on printed educational material or promotional items).

The Market Development program offers grant funds to Ohio businesses that propose to create the infrastructure necessary for successful markets of recyclable materials and related products. Ohio EPA is seeking proposals involving one or more of the following materials collected or processed in Ohio:

  • aluminum
  • carpet and padding
  • construction and demolition debris
  • electronics
  • glass
  • mattresses
  • old corrugated cardboard
  • organic (food scrap) material
  • paint
  • paper
  • plastic (#1 - #7) with focus on polystyrene
  • scrap tires
  • textiles

Those eligible to apply include an agency of the state, as established by the Ohio Revised Code.  An agency of the state may be a municipal corporation, county, township, village, state college or university and solid waste management district or authority. Applicants may sponsor multiple private sectors businesses (cooperating enterprises) or non-profit organizations (cooperating enterprise). Private sector businesses and non-profit organizations who are located and registered to conduct business in Ohio may seek market development funding. In addition, businesses and non-profit organizations applying for funds must secure a sponsor to serve as the grant applicant. 



These competitive grants will be awarded based on the following:
  • Demonstration of positive economic and environmental impact regionally or statewide
  • Assurances that the project will accomplish stated goals and is transferable
  • Potential for evolution into a permanent service or program without future Agency funding
  • Applicant’s past performance in grant administration and project management, if applicable
  • Consistency with the strategic goals of the local and state solid waste management plans
  • Qualifies as an eligible project and includes one or more targeted materials
  • Financial need of the applicant
  • Availability of grant funds
  • Submission of required forms and comprehensive responses to all applicable questions
  • No outstanding financial obligation to the State of Ohio

Applicants must demonstrate that the cooperating enterprise will commit a minimum of one hundred percent (100%) matching funds, equal to the amount requested in grant funds.  The match must be a cash contribution or a documented line of credit.  The maximum grant period for the Market Development program is 24 months.  Applicants sponsoring businesses or non-profit organizations must enter into a contract with that entity to implement the grant-approved activity.  A grant funding line is required for all projects and an acknowledgement of funding source.
