A solid waste management district prepares its solid waste management plan using a format issued by Ohio EPA. That format, called the District Solid Waste Management Plan Format (Format) prescribes the data and information that a solid waste management plan must provide, establishes how a plan is organized, and provides instructions for developing the plan.

The Division of Materials and Waste Management (DMWM) recently issued a new version of the Format. This new version, the District Solid Waste Management Plan Format, version 4.0 (Format 4.0) introduces a new way of organizing and presenting data and information in a solid waste management plan. These changes are intended to make a solid waste management plan easier to read. Format 4.0 also contains an evaluation and decision making module to facilitate making choices about how the solid waste management district will operate and the programs it will provide. Ultimately, improving and simplifying how a solid waste management plan is put together is meant to free up time to do thoughtful planning.
SMWDs now have the choice of using either version 3.0 or version 4.0 of the District Solid Waste Management Plan Format to prepare their solid waste management plans. Prior to beginning its solid waste management plan, Ohio EPA recommends that the SWMD contact its Ohio EPA Planner to discuss which version makes the most sense for the SWMD to use.
