Ohio EPA to Hold Hearing about Wastewater Discharge Permit Request For Delaware’s New Water Treatment Plant

Ohio EPA will hold a public hearing on Thurs., Feb. 9, 2012, to accept comments about the city of Delaware’s wastewater discharge permit application for a new water treatment plant.

The information session and public hearing will be held at 6 p.m. at Delaware Library, Orange Branch, Community Room, 7171 Gooding Blvd., Delaware. Ohio EPA places a high priority on public involvement and encourages citizens to become involved in the decision-making process. During the information session, Ohio EPA will explain the city’s proposed project and answer questions about it. During the hearing, the public can submit comments for the record that will be considered before Ohio EPA issues or denies a draft permit.

The city plans to construct a new water treatment plant on the same site as the existing water treatment plant at 3080 US 23 North in Delaware. The city is doing this to meet ongoing federal safe drinking water disinfection byproduct standards and current and anticipated future drinking water demand. Water would continue to be drawn from the Olentangy River and ground water wells. The new plant would use new processes for surface and ground water treatment.

The initial water treatment plant design capacity is 7.1 million gallons per day (MGD) which would generate 1.73 MGD discharge. The wastewater discharge permit for the existing treatment plant discharge would need to be replaced by a permit for the new treatment process and associated discharge. The wastewater discharge permit would limit total dissolved solids from waste residuals.

The discharges would need to be regulated to minimize impact to the high-quality Olentangy River. Delaware has pilot tested its project and proposes to use a computer system to control wastewater discharge from the plant. The permit would allow specific volumes based on river flow rates and real time data from the USGS Gauging Station located close to the Delaware Dam.
