Construction and
Demolition Debris (C&DD) is material resulting from the construction or demolition
of man-made structures. C&DD does not include any material that is a
hazardous waste, infectious waste or material removed from the structure prior
to demolition. C&DD does not include any solid wastes other than
specifically allowed in law and rule.
C&DD may be processed,
or it may be disposed in Ohio municipal solid waste landfills or C&DD
landfills. C&DD landfills are required to meet siting, design, operating,
closure and post-closure requirements and are prohibited from accepting
pulverized debris. An annual license to operate is required to construct and
operate a C&DD landfill in Ohio. The license is issued by the licensing
authority, the local health department or Ohio EPA.
Clean hard fill
consists only of reinforced or non-reinforced concrete, asphalt concrete,
brick, block, tile, and/or stone. Clean hard fill can be recycled into a
useable construction material, disposed of in a licensed construction and
demolition debris or other waste facility, used to change the grade on the site
of generation or removal, or used to change the grade on a site other than the
site of generation. Any
person using clean hard fill to change grade on a site other than the site of
generation, must provide a written “Notice of Intent to Fill” to the licensing
authority where the clean hard fill is to be placed.
